They’ve c£&ked it up and are now making excuses. Ask them to put it into the designed position as agreed2006 LBM £28,000+ in debt.

I would not find that acceptable, draining board now inaccessible for a helper, sockets more or less unusable for anything much.I also would not be happy with the worktop join being so near the sink, or the hob for that matter. The join does not look great either.
The original lay out is better.0 -

The builders who are installing ourkitchen have moved a sink location from the original design without informing us, because they said it would provide more counter space. Whilst true the sink is now very close to the electric hob and oven.....is it safe to do this? Its only about 30cm from the edge of sink to the edge of the 1st ring. See photos. The last photo is the original design.

The hob would be ok I think unless the hob manufacture states otherwise. How far away can a socket outlet be from a kitchen sink?Equipment must be suitable for the environment it is installed in and whilst BS 7671 does not give a distance the IET Electrician’s Guide to the Building Regulations, 5th Edition recommends a minimum of 300 mm from the edge of the sink unit to the socket outlet.
But for the OP, having three sockets over the top of the drainer is a long, long way from being safe. There will be a temptation to put an appliance on the drainer where there is a very real risk of it being knocked it to the sink or getting splashed. To avoid putting appliances on the drainer, it might be tempting to run an extension lead across the drainer & worktop behind the hob. Another unsafe practice.
Cooker is way too close to the cupboard under the sink. You have to play musical chairs with the doors and access to the sink/drainer. Unless this is a really tiny kitchen (say 2m by 2m) , it would be better to space the two further apart.
As for the join between the two worktops. I'm afraid there is no way to get a pleasing join with that type of pattern. Perhaps a careful selection, and picking a section of worktop that had a lot more white at the junction wouldn't have created a visually jarring join. But one might have to waste a sizeable chunk of worktop to get a bit that "works".
