Keep getting Chrome desktop stuck with MSE (ALL BOARDS ETC) banner, only way to clear is F5

Do you mean that the menu drop-down gets stuck on the page, and it won't disappear? Like this:
If so, I was getting that a lot as well on Chrome (usually when I was leaving a comment) - but I haven't noticed it recently. I found that clicking the mouse on the page below the drop down - e.g. where the red X is - makes the drop down disappear.
