Porters Avenue GP - Did not register

Seriously I need a break from this!
I took my wife for an urgent blood test - text stated to go to any BHR clinic so we went to porters avenue, parked in disabled bay with badge displayed.
Did the bloods... ticket. You need to input your plate in the system. I actually did have a brief look for it on my way out but couldn't find it so I left. I went back after I got the PCN and found it all the way at the back of the room.
Anyways did the usual complain to landowner. GP isn't landowner. Was told to complain to CHP. I did, and they said go to euro car parks. Despite being adamant, they kept redirecting me there. I am not sure there is any other avenue.
I have appealed to euro car parks now, expecting a rejection.
But more bizarre - I contacted my MP who replied quickly to say:

Please be advised that motorists cannot contact their Member of Parliament to use the complaints process to challenge or overturn a Parking Charge Notice (PCN).
If you believe a PCN has been issued in error, you must follow the appeals process as required by legislation.
If you have any other concerns or issues unrelated to Parking Charge Notices, please do not hesitate to let me know.

She needs disabusing of her misunderstanding. Complain right back at her and tell her you'll name and shame her to the MHCLG if she persists in actually lying to constituents about this hot topic.

And tell her that the BPA encourage MPs to contact them with constituents' concerns about their members. The video of the debate shows she is completely out of line with her party. All other MPs weigh in with complaints regularly - watch the debate from May!

I had to hassle the landowner hard (communityhealthclinics) and they sounded like they were owned by euro car parks (providing me pics with signage and what not!).
After I pointed out from their own pics that their registration device is tiny, non-indicative, and at the back of the room plus the urgency of the report, they re-opened my complaint and cancelled the ticket as a gesture of goodwill.
Literally anyone can use that registration device!!
Oh well, cancelled at least. Definitely disappointed with MPs response and she didn't respond back when I gave her the above links.6 -
Well done, ECP are a contractor, they do not own car parks, or health centres

Now, it's very important that people like you join us to reply to the new Public Consultation, to tell the Government that:
a) you have no faith in POPLA or the IAS and that there must be the SINGLE APPEALS SERVICE that the Parking (Code of Practice) Act 2019 promised the public. As long as it is independent (and only ONE appeals service, not two involved in a race to the bottom) that will give a real option to resolve disputed cases out of court.
b). THAT THE ENRICHMENT OF 'DEBT RECOVERY FEES' MUST BE COMPLETELY BANNED. DISPUTED CASES ARE NOT SOLVED BY A THIRD PARTY DEMANDING MORE MONEY AND OFFERING A POINTLESS 'PAYMENT PLAN'! The answer to the question about adding ANY money for debt recovery is: NO. Nothing, nada. If the parking industry want to use third parties they must pay for the service, like any other.
c). Tell them about your experience and that your MP was useless. Name and shame her to the MHCLG.
