How can I find out which providers offer new ISA's funded solely by my APS?

Google? Asking the individual institutions you are considering? NS&I do it.

Likely it's an idea to use the NS&I to do this as all money is protected... then transfer to other, preferred ISA providers, once the APS is used up. As NS&I allows for partial transfers out. May not get the best rates initially but possibly less work involved.0 -
Won't the OP have six months of Temporary High Balance protection under FSCS? So no benefit from using NS&I.

NS&I allow multiple deposits for a specified time AND partial transfers out. Not all providers do. Seemed, to me, a simple one stop shop for the short term while OP is sorting out the multiple other things going on after bereavement.0
