Parking charge whilst delivering

Hello everyone, I hope you are all well.
So as per the title, I received a parking charge notice, via post, whilst out delivering to a resident of the building. I didnt leave the car, just waited for the customer. You can actually see me retrieve his food from the boot in the picture they attached to the fine.
The company in charge of the cctv is UKCPM, absolute crooks.
Issue date was the 15th of July.
I contacted the company who is in charge of the building and they told me they couldn't help unless I went into the carpark itself. I was actually giving a fine for parking on the road that leads to the car park and not the car park itself. Apparently the side street is also off bounds! There were no parking bays etc I pulled up close to the junction of the main road. The company in charge of the building fobbed me off and passed me on to UKCPM, I gave up waiting in the call que.
Today I received another letter titled,
"FINAL CHANCE BEFORE ACTION" with a lovely red background.
I've read through the newbie guide but still have a few queries.
Do I appeal just for formalities sake? I delayed it to this stage.
The newbies post says they are not actual members of IPC but IPC website has them as AOS members. So do I wait for court letters or appeal first?
I probably already know the answer to this lol but shall I contact UKCPM via phone or try the firm again, that manages the premises?
It's not the first time I've delivered to the said premises, I drove past post fine and saw some cheap cctv cameras attached to the building.
Thank you, and apologies for the long post.

Go through the motions including IAS appeal. Talk about covert surveillance which is illegal, and a lack of signs & lines, and no fair consideration period.
Also say in the first appeal that you will report the covert camera surveillance to the ICO and to your MP, so UKCPM must consider this a formal complaint.
20% of the time, firms don't contest.
If you lose at IAS, laugh and IGNORE.
And DEFINITELY report this to the ICO. More people should. Without clear warnings about use of CCTV, this is illegal covert filming.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

There were no immediate signs that indicated the road was private. I will take some pictures of the scene and upload them here to see if they will help the cause.
I'm going to appeal via ukcpm tmrw, should I mention the driver was making a delivery so was loading and not actually parked up? Or will the template in the newbie thread suffice for now?

I would do so, plus I would mention the Jopson case too, legitimate unloading ( or loading ), in other words deliveries or pickups, where stopping for a legitimate purpose is not parking, namely Jopson vs Homeguard. It puts them on notice about knowing about relevant legal cases1

Here are some pics of the scene...
First pic shows the homestyle cctv i was referring to. It's attached to the building that UKCPM as been employed by.
The parking conditions mention a car park, I was on a road, that's clearly confusing (atleast for me 😅)
Third pic shows no marked bays (I was pulled over in that space before the black car)
The last picture shows the junction with the main road that i pulled in from. As stated I was close to where the black was but more on the road n closer to the junction.
There were no signs stating the road was private.
I didnt even see UKCPM sign on the far wall when you pull in and there was one (picture 2) attached to the building near the brown door in picture 1.
You have to actually get out your car to read those signs, no way would I be able to read them clearly from a car, I don't know if that's a valid excuse...
I took a walk towards the car park there are more signs there and a proper cctv setup. So all this would have indicated that I was fine aslong as I didn't enter the carpark.
Shall I still mention the covert cctv and lack of clear signage? Oh and there's no mention of any discretionary period for loading etc or what the building owner allows.

I believe there were 4 signs in total. Two that you can see in the pics and the other ones where closer to the entry point of the carpark. I didnt drive in that far when I was delivering that day.

Shall I still mention the covert cctv and lack of clear signage?Yes, this is the whole point (leading to an ICO complaint, because the appeal won't actually work) and you must say in the first appeal that you will report the covert camera surveillance to the ICO and to your MP, so UKCPM must consider this a formal complaint. You can add that there is no prominent, visible warning of filming by CCTV as a vehicle enters this side road, nor what the images will be used for. This is illegal (DPA 2018 breach).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Also that PCN is rubbish, the signage such as it is states that ANPR cameras are in use but they aren't, they are clearly CCTV and the photo grabs on the PCN show surveillance not a VRN capture, and there is no period of on site time only a time. The accusation is also not parked in a marked bay, however that could be a marked bay but it is so faded who would know. The signage calls for a valid permit, which you didn't have so you were trespassing and the idiots cannot impose a fee for trespass, there was no contract offered. If it still looks like this the signage is non complient:1

You weren't parked.
