Think my new neighbour is selling cars from his drive. Can he do this?

The loader has only been once dropping off so can't say and it was dark, parked on the street so my CCTV couldn't pick it up.
I did check the vehicle that was sold today and know where it was registered and it is the other side of the country so getting them from far and wide. I think this was SORN'd but the people took it for a test drive and happily drove off in it when they handed over their money. I think she most have it paid direct to their bank because she has her phone and is checking it constantly l guess waiting for the payment. This morning looked like cash and phone payment - she took something and sat in the passenger seat, away from me and was ages then came out and checked her phone and a few minutes they were all smiles and shook hands and the woman buying the car hugged her like they were great friends and off the drove.Stash Busting Challenge 2016 6/520 -

It could be he has a separate compound where he keeps these vehicles, and doesn't want potential buyers to know about it - he's keeping it looking as 'non' trade.
Kit, any luck with finding adverts for these vehicles? Surely he uses an established site such as eBay, Autotrader, Gumtree, Marketplace? If so, if should be easy to find - you know the exact models he is selling.
The couple this morning were older so they must know something l don't.
Autotrader, Gumtree, Ebay, Facebook nothing is coming up. Is Marketplace the same as Facebook? I did a 30 mile radius - do l need to do a wider one.
I will need to wait until this afternoon to find out what today's car will be or could that be van now that they seem to be selling both.
There is now a 3rd person in the house, no idea when he arrived but when they all stand together they don't give off a good impression.
We live on main road so lots of passing traffic so the neighbours might not notice, Although last night they parked across the road, blocking it when they came to look at the van and having a loader/trailer made it more difficult for the traffic to pass and the person opposite was home with their lights on and curtains open so they must have seen the van being driven out of the drive and loaded. It was there almost an hour.
How do they get round the logbook? The car still looked like it was in it's original area when l checked to see if it was taxed. I thought the registered keeper had to be changed straight away but again what do l know.Stash Busting Challenge 2016 6/520 -
Contact your local council and/or Citizens Advice. CA is the route to Trading Standards who may well be interested if a trader is trying to pass themselves off as a private seller.1

Is he parking any of the vehicles on the road?
Leaving two or more vehicles on the road for the purposes of selling them is an offence under the Clean Neighbourhoods and Environment Act apparently.1 -

You say he goes off to work - do you know what he does?It might be he has a contact/friend/relative who owns a garage that sells second-hand cars 'legitimately'. But for harder-to-shift vehicles, or just a faster turnover, if they can sell them 'privately' - without the warranty and comeback - they can knock a bit off the price. So the 'garage' is the initial selling contact.0
