The portal may have closed, but just email it and CC yourself into it, or send a postal letter with a free certificate of posting from the P.O. keeping a copy yourself
A keeper can name the driver anytime until a court claim is issued, no other time limit exists
But dont expect them to make it easy1 -
If you call the scammers, please RECORD THE CALL ON ANOTHER PHONE (after the first couple of minute of introductions, name/data) as we want to build evidence for the government that scammers refuse ToL, lying that it's "too late".
Call the debt recovery number. Not Excel. I want to hear what they say when they lie about a fake 28 day maximum period to transfer liability. There's no such maximum. It isn't too late under POFA.
If not, put it in as a formal complaint to Excel instead, obviously including in the complaint, the name and address of the driver.
That way, you HAVE transferred liability.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I do plan on challenging them and asking exactly what law they are citing to deny transfer due to a magical deadline.1 -

Unfortunately the nice lady called Anne did not lie about the 'time limit' she just said i should email them with my details to name myself as the driver to start the whole process. i did write "Alleged contravention". she said "contravention" only. i shall await the restarting of the process and the lower invoice fee.1
