PCN issued for parking in Pub carpark.

Issued with a PCN by Britannia in May 2025. Misread the sign and thought it reminding people that the carpark was for patrons only.No reminder by staff to sign in or a machine to sign into. My oversight. Phoned the pub on 4 separate occasions plus emails of evidence of visiting and purchasing drinks, was assured each time that the " fine" would be cancelled .Received Brits 2nd letter whilst waiting for the all clear. Contacted the owner of the pub/restaurant who finally confirmed late July that the PCN had been rescinded.
In the meantime the paperwork had been passed to a debt recovery firm who I spoke to today and I was told because I had failed to appeal before 28 days the debt still stands even though the pub owner has negated the charge. When asked who would will now receive the £170 I had no response !
I tried phoning Britannia and encountered their automated system typed in my PCN to be told me there was no such PCN number !
Help please ! My head hurts from banging it against the wall. Can the Debt Recovery firm proceed with this despite the pub owner cancelling the parking infringement and Britannia not recognising my PCN ?

No they can't.
But please show the emails that prove what everyone has been saying to you, including the pub and the DRA. I want to see evidence of this for the Government, please.
I have no idea why people phone these shonky eejits. For goodness sake follow up that call now! Email the DRA proof that the pub cancelled it, and ask for their response by email because the person on the phone was unhelpful and actually said that you still 'owed' somebody £170, despite the PCN having been cancelled last week.

Don't call debt collectors. They wouldn't be debt collectors if they didn't tell you to pay up because (insert lie here). But they're completely powerless, so don't give them a second thought.It's only an invoice, so just ignore. Come back here if you receive anything from DCB Legal (ignore anything from DCB "Bailiffs"). At that point you can tell them to fck off basically.3

The PCN has disappeared from the Britannia website presumably after the restaurant owners intervention. I asked "Sam",from lwlegal, if that was the case who owned the "debt" obviously not now Britannia or the pub/restaurant . He refused to answer !1

PLEASE FOLLOW UP THE CONVERSATION WITH 'SAM' BY EMAIL AND SAY WHAT I SUGGESTED. FISH FOR A REPLY...
If you want to be part of the push to change things in future, it's very important that people like you tell the Government that:
a) you have no faith in POPLA or the IAS and that there must be the SINGLE APPEALS SERVICE that the Parking (Code of Practice) Act 2019 *almost* promised. As long as it is independent and impartial (and only ONE appeals service, not two involved in a race to the bottom) that will give a real option to resolve disputed cases out of court.
b). THAT THE ENRICHMENT OF 'DEBT RECOVERY FEES' MUST BE COMPLETELY BANNED. DISPUTED CASES ARE NOT SOLVED BY DEMANDING MORE MONEY, OFFERING A 'PAYMENT PLAN' AND EVEN CONTINUING TO SCAM YOU AFTER THE PCN WAS CANCELLED.
