It doesn't seem to have been an online banking outage. Seems more like an ISP problem affecting specific companies. Perhaps something being blocked by them that shouldn't be.

If the issue is Cahoot's fault, and you suffered a financial loss (e.g. charges for a failed payment, etc), then yes they'd normally compensate you for that.
