    Hi everyone 
    I’m in a similar situation, I dropped a friend off at T1, didn’t know it is now barrierless and expected to pay on exit. I then forgot to pay within the window of course and when I realised, discovered I couldn’t pay online. I set up an account to ensure automatic payment in future and rang to explain/ask to pay over the phone. As for everyone else,  was told to wait for the penalty letter. I appealed the penalty without looking at the forum so have indicated that I was the driver. 
    As I understand it, POPLA only consider if the penalty is valid per the T&Cs and so I’m wondering if it’s worth appealing or should I just pay the penalty whilst it’s £60?

    Why would anyone pay the £60 you ask.
    I understand from the post before yours POPLA only consider if the penalty is valid per the T&Cs
    I assume from that they have never turned around a singe case on the assumption Apcoa aren't going to make a simple mistake with the T&C
    So appealing to POPLA just increases the cost to £100 and then what, what might it get to after a year or two of ignoring the debt collectors and being taken to court.

    No. APCOA never sue anyone.

    Never.

    They operate under a service agreement as agents and do not seem to have a right to litigate. Nothing happens.

    I've been doing these cases for over a decade and so has @ChirpyChicken

    Nobody - LITERALLY NOBODY - should be thinking about paying an unfair parking charge and I hope the fact that Martin Lewis has checked and approved the new official MSE Guide (see link at the top of every page) is enough to convince newbies?

    The above advice is correct
    No one who follows the advice on here pays APCOA , there is simply no need
    Please take the advice from people who deal with these cases every day

    APCOA aren't issuing a "penalty" it's an invoice they dress up as a penalty they only get money from people that for some reason don't pay the drop off charge they get nothing if you do, they want people to fall in to the trap.
    These drop off areas used to be covered by attendants that moved people on if they stayed too long or issued tickets the airports then realised they could save money on staff and increase money in to their coffers by slapping on a charge.
    The whole scheme is a mess the signage is a mess, it's confusing the way it is administered is wrong etc etc. 
    In one explanation an airport even cited they were using it to help climate change!
    APCOA never go anywhere near a court why would anyone swell the profits of a company based in Germany fleecing motorists?

    If you do nothing at all does it just fizzle out after a year or two of receiving Debt Collectors letters?

    With me having valid receipts for drop off and pick up and two Apcoa employees guiding me to where they have applied the charge you would think I'd be able to get it turned round by complaining to Apcoa, Manchester Airport, Manchester Council, and my MP.

    In my complaint letters I'd like to point out what we didn't do to avoid paying the charge, but don't know the phrases to use. The keeper of the car, my son, wasn't driving. The letter arrived at his house in his name.

    Yes with APCOA nothing happens.

    Tell your son to ignore the £170 demands and to do the Public Consultation before Friday!
