EPC not fully disclosed

Hi all, new to the forum so apologies if there is thread dedicated to this. Please feel free to redirect me if so.

I have found a house I really want to buy, the negotiations are upcoming. With a bit of research on gov.uk I have noticed that it looks like there are 2 EPCs. This doesn't fully surprise me as the house has an annexe, which is connected to the house in a way that it could easily be made part of the main house. My question relates to the listing; only the main house EPC has been published on the listing. The better of the two. It doesn't put me off the house, but I wonder how this affects my negotiating position? I want to make energy efficiency improvements to the house anyway, so practically makes no difference, but it seems a little underhand to withhold some of the energy information (not sure if it's the owner or agent), as this will obviously affect the amount of money that would need to be spent on the property.
Hope that makes some sort of sense. All opinions and thoughts would be welcome.

    Not sure it's "obvious" at all, or even a deliberate tactic by the sellers. You're overthinking things.

    ...where EPCs are also publicly available (there's even a link from the page you linked to) so not sure why you're drawing a distinction?

    If the annexe is fully self contained are they stating it has a council tax band?
