Hi,
new here, just wondering if someone could please advise on our next step after receiving a PCN which will feel has been unfairly given as we have not intentionally avoided paying for our car park stay but had trouble paying on the day. So we stayed at Duke street car park Manchester on Saturday 12th July and when we arrived we saw it was either pay by cash only or mobile, as we didn’t have cash on us we tried paying by the mobile app (parkonomy) but our payment would go through( I did have signal but it was very slow) so we next tried the pay by text method but this also wouldn’t go through ( I have the text message not delivered still on my phone) my wife tried her phone too but that was also very slow even tho she has 5g. Anyway we thought never mind we will pay the next day using the parkonomy app, so the next day on the Sunday I tried paying but what I didn’t realise is they don’t take post payment for this particular car park where as other car parks on there app would allow post payments to be made. So on the Monday I emailed both parkonomy and Parking Patrol Office to ask how I go about paying and neither have been very helpful, just sending me round in circles saying I need to contact so and so and not getting anywhere. I have tried appealing to Parking patrol office but to no surprise they have rejected the appeal. I just feel we have been unfairly slapped this £60 fine as we have tried numerous times to pay. What would be your next step any help much appreciated thanks

You might want to check your wording though if this is what you sent to them. I assume it should be wouldn'tRemember the saying: if it looks too good to be true it almost certainly is.1 -

Thanks for your help guys. Yes sorry you’re right it is meant to be ‘wouldn’t’, I didn’t know how to edit it after I had already posted it.Yes that’s the thing they have suggested I appeal it thru the IAS which I’ve heard is very biased in the car park operators favour. So I would like to appeal using POPLA but every time I try and enter the PCN on the POPLA website it says the number is invalid or has expired? So I’ve tried contacting POPLA but still waiting for a reply. I don’t know it’s because they are not members of a certain group or something?Thanks0

You will never pay this (and it isn't a fine) but you cannot 'choose' POPLA. They are two rival services. Just ignore UKPPO.
DO NOT APPEAL FURTHER.
Read the NEWBIES thread post 4 with the pictures if the £170 threatograms to ignore.
BUT WE NEED YOU.
Do this:
If you want to be part of the push to change things in future, it's very important that people like you join us to reply to the new Public Consultation, to tell the Government that:
a) you have no faith in POPLA or the IAS and that there must be the SINGLE APPEALS SERVICE that the Parking (Code of Practice) Act 2019 *almost* promised. As long as it is independent (and only ONE appeals service, not two involved in a race to the bottom) that will give a real option to resolve disputed cases out of court. You have no such safeguard open yo you, so you have no option but to ignore UKPPO. The Government MUST replace the IAS and POPLA.
b). THAT THE ENRICHMENT OF 'DEBT RECOVERY FEES' MUST BE COMPLETELY BANNED. DISPUTED CASES ARE NOT SOLVED BY A THUG THIRD PARTY DEMANDING MORE MONEY AND ENGINEERING A POINTLESS 'PAYMENT PLAN'.
c). Tell them about your experience.
Responses are invited to the Consultation now but if I were you I'd wait fir the first £170 threatogram as you will have better evidence:
