    Strange that the blue hose does not have a valve? I cannot see one. 

    What is the next option?

    The top stopcock dies not turn. The bottom stopcock had been turned clockwise andxtge cold water ran out if water within a minute. The bathroom tap are drained after 30 minutes. I am able to undo the hose from eiither the wall or back of the machine..

    The blue one does have a valve just the handle is missing. Use an adjustable spanner to turn it until the flats are across the valve (about 90⁰).

    Ok.
    If I remove the washer from the hose without turning the blue valve to close the tap, would it be go enough to tape the hose to the sink in case of any water gushing out?  I will leave the stopcock turn off ?

    Undo the screw on the red handle, remove handle and put it on the other valve.  Saves the embarrassment of someone turning the water back on with the valve open and nothing attached.

    To remove the red handle, how do I go about it? is it just lift and pull back? I will go back and try it out.
    Just remove the screw and pull the handle off. You may well find that the blue one is too stiff to turn with that valve handle which is why I suggested using an adjustable spanner.

    If you can't turn the valve on the blue pipe, turn the main stopcock off, drain the cold water out of a tap and try a rinse on the washing machine. If it doesn't fill, you've turned off its water supply (without needing to drain the cold water tank) and can disconnect the blue pipe. If the washing machine still fills, it could be fed off the cold water tank and you'll have to drain that, by running all the cold taps you can.
