Problems appealing a council parking ticket whilst homeless

This is a bit of an odd one.

I picked up a council parking ticket in Weymouth at the end of last year. I genuinely thought it was okay to park there and genuinely think there is a signage issue, but that's not what I'm here about.

The issue is that shortly after getting the ticket I became homeless and started living in a van (not looking for sympathy - it was a deliberate choice and I am enjoying it). It's been a nightmare getting the council to send correspondence by email. I'm continually having to prompt them.

After much wrangling over a period of about 8 months and even writing to the CEO of the council I managed to get through the informal challenge then the formal representation but did not get a response to the latter. When I chased them they sent me a charge certificate. They claim to have sent a notice of rejection but I definitely did not receive one. At every stage I've had to remind them to send me letters by email so it's very likely that they sent the notice of rejection letter through the post and not by email.

I'm at a bit of a loss to know what to do next. All I want is my right to appeal through the adjudicator. If the adjudicator disagrees I'll pay the fine. But I can't go to the adjudicator without the notice of rejection which they have not and will not send me.

I've already told them they are in breach of process by sending the charge notice before the notice of rejection but they ignored this. They presumably argue that they did send it.

Any suggestions for my next move?

    Have you asked on this site - https://www.ftla.uk/ - they are pretty good with council stuff..

    As an aside - do you have a "care of" address for DVLA ( licence and V5 )

    I'm using my parents address now which is not ideal because they are 150 miles away but this is all just a temporary arrangement as I'll be moving in to the house I'm buying in a few months. However, this is somewhat irrelevant because the council have sent every letter to the address they got from the DVLA on the day the PCN was issued and claim they are legally obliged to.
