The issue with the photocard licence is that unless you renew it every 10 years, technically you are driving without a valid licence and may be subject to a £1000 fine. Whether you are "really" driving without a valid licence, as in never had one, is subject to debate. Even with an out of date photocard licence, the DVLA will still send you an invitation to renew when you reach 70.1
