To pay or not to that is ?

This is the BP station at EMA Leicestershire. I stopped here to buy fuel and then to check tyres. Please see the photo attached. Please note that there are double red lines, but there's a break in the lines, so a gap where you park your car. I bought fuel at 8.29. The ticket/notice is time-stamped at 8.34. We left no more than a couple of minutes after this photo was taken. I have sent an appeal in as the registered keeper, saying I was at the garage for a legitimate reason and sent a copy of the fuel receipt as proof, thinking that would be the end of it, they are now asking for driver details name address etc, but from what I can find so far is this isn't a legal requirement and I feel that they are asking for signatures so that you then incriminate yourself, I have as the keeper filled out the appeal form stating the above aas previously I just sent amn email thinking that they would dismiss it given the circumstance but then insisting that the need name address signature of the driver befor they can look into an appeal??? Can anyone offer an opinion on what might be a better course of action, as I feel that they will not accept the proof as a reason to dismiss it? Thanks, n11cnp..

    There is no genuine appeals process, so the only purpose of getting them to make one (which they'll reject) is to try and get a Popla or IAS code.

    And here's a spoiler alert - they're kangaroo courts and will just rule "despite the break in the lines, the signage is clear and therefore the appeal is dismissed."

    So just ignore and look out for any court claim, which are discontinued in 99% of cases. Even if it went to a hearing you'd obviously win.

    What's the parking company?

    And certainly don't pay.

    You can't use a petrol garage at an Airport to avoid the drop off zone. Which is what the above bag/boot open image looks like.

    Hi, Well, I think anyone can assume anything, like I said, I have bought fuel and checked your spare in the boot for air, I would say it's a legit reason on both counts to be at the garage, and who said I was at the airport for a drop off,  your honour :-) There's a busy business park that starts right outside the garage and runs back to the M1. Just because the garage is at the airport doesn't mean you're using the airport, and why have they gone to the trouble of barring off the red double lines on either side of where you get water and air??

    Usual ridiculous set up - a No Stopping sign on a zebra crossing. They also appear at Give Way junctions.

    You are correct anyone can assume anything, and you are dealing with scammers that will assume they have yet another victim they can extract money from.
    In this instance it looks like they have CCTV footage of what ever was going on, if you genuinely checked your tyres that would be fine but if you didn't I suggest they might have further proof. 
    The still photo you have shown looks like three people at the rear of the car getting baggage out of the rear of the car. If it was, lying about it isn't a good idea, you need other appeal points, it seems a strange place for three people to check a spare tyre in all honesty.

    What ever though, they are greedy and will ignore any of your protests they have absolutely nothing to lose in their unregulated industry, the information you need is all in the stickies at the top of this forum.

    For context an old GSV view but shows that area with the break in DYL (now red) is strictly reserved for the tyre hose:

    I'm a bit confused.

    You stopped in front of the air machine.

    So why do they want £100 off you? 

    This was the nearest sign back in the day. Presumably replaced with a VCS one.
