Water and sewerage bill

in Water bills
I’ve been renting a shop for 25 years and above the shop is a flat with 2 tenants.
it has become apparent that I’ve been paying the water and sewerage bill for upstairs too for 25 years
the water meter is linked to my shop and when I turn off water it stops water to myself and upstairs too.
on asking tenants upstairs if they paid water bills they said it was included in landlord rent.(obviously im paying)
I have contacted my landlord and he said he will look into it. (Still awaiting reply)
can I recoupe money from landlord and how do I do this
