Can motorcycles use this car park? If so, where am I supposed to stick a ticket when my motorcycle does not have a screen? There is no info about this that I can find.

There are normally some small spaces that have signs painted on the roadway indicating motor cycles.  Using street view, I cannot get into the car park to see.  A sign outside states to see tariff board for all information.  Were you there, did you see the tariff board?

Is there no on street parking nearby?

I would never ever seek out a private car park. It's asking for a £100 PCN. Always look to park on street.

I can see two Miller's Walk Car Parks in Fakenham, on opposite sides of the road, one appears to be council run as the sign says Penalty Charge Notices, the other is a rat-ridden car park with NPE managing it (not actual rats obviously). - Correction, the 'bad side' car park images are from 2019, think this is now run by the council.
