EE disconnection

A friend of a friend has lost their broadband and supposedly has spent days trying to complain to EE without any result.
I have very little details about what was said, but open reach checker says they can get Copper (21mb/s down, 1mb/s up) but there are no plans to offer FTTP.
Are EE just pulling equipment out of exchanges and leaving customers high and dry? BT shows "1-5Mbps download speed £29.99 a month" available for the address, which seems odd if they are.
Or is this some system error?

No one is pulling equipment out of exchanges, EE don’t even have equipment anyway ( not in any real sense , it’s Openreach and BTw ) anyone with a fault , reports it as such and the ISP , in this case EE , and EE arrange to get it fixed , and that’s not even at a cost to EE , it’s part of their arrangement with their suppliers (OR and BTw ) …..there is obviously more to this than you are aware of , and therefore it’s impossible to offer any useful advice without knowing what is really happening…but it’s definitely not what you suggested, plus if they have service already that isn’t working , why look at what other providers are offering , if there is a fault on the line (for example) that fault will still be there if you switch providers0
