Parkingeye Bristol south community Hospital

I recieved a PCN from this company, I mistakenly appealed against it to them not knowing about this forum at the time. Of course the appeal was rejected and i now have to go to POPLA.
                               
I feel l should explain the corcumstances that led to this position.
I agreed to give a few members of my bowling club a lift to a game in ashton Bristol. i myself wasnt playing as i am recovering from a lung cancer operation and am undergoing immunotherapy at this time. One of the players an elderly gentleman fell in the car park Knocking himself out when we arrived for the game. Due to being told an ambulance would be several hours i decided to put him in to my car and take him to the hospital, I was advised by others to take him to south Bristol.
When we arrived i walked him in and then returned to park my car in the hospital car park, Where i saw signs for a payment app to download to my phone but unable to get a signal there went to the hospital and downloaded the app when inside.
We were at the hospital for some time before he was seen by a doctor and asked to go to the Bristol Royal Infirmary for a scan of his head, i of course was going to take him.
I opened the app (Evology Parking ) when we got outside and to my surprise when i opened it my car was already recognised as being parked in the car park and a charge of £2.50 was showing as payment owed, which i paid we returned to the car and the left for the BRI.
I can only assume that the car was loged as being there by ANPR.
I am now being told that i overstayed by 30 mins and because of this i must pay £60 even though i had paid the amount the app asked me to pay.

I could do with some help in knowing how to go about the POPLA appeal the i have the number to start fromparkingeye.
How best to word it???

    Have you complained about this to PALS   ?  You should do so before trying popla 

    I cannot see popla upholding your appeal based on the account so far 

    We need to see pictures of the signage plus a redacted picture of both sides of the pcn, to see the exact allegation

    I have no pictures of signage and it is 40 miles away from me. I just dont want to give what little money i have coming in now to some THIEF on the end of a camera,

    Need to see the rear of the NTK and letter,  which has the alleged breach on the rear side,  at the top  ( so it's Parking Eye  invoice   )

    So its a pay on exit system,  but I cannot find a legible picture of the signage on site

    No point appealing to popla because the cameras state that the vehicle was on site for nearly 90 minutes and the payment shows that 60 minutes was paid for 

    I don't know if the system calculates the payment,  or if you should have changed the time or payment 

    Popla will conclude that the pcn was correctly issued 

    My advice remains plan A , not a popla appeal

    OK thanks. The system calculates the payment via ANPR of the car arriving. and the time that its paid. unfortunately there is a gap between my arrival and the time registered with the payment system which as i said is automatic. I have since seen the gentleman who was injured and it turns out he has a disabled badge which he was not in a fit state to tell me of at the time.

    Then if PALS  won't cancel it,  you would have to argue your case in a court claim,  possibly in civil court with a judge presiding , hence why you should speak to PALS, mention that the person you helped qualified under the Equality Act 2010 so reasonable adjustment should apply, plus their faulty system that doesn't register the full time on site, so miscalculated the bill, which you paid in good faith, believing it to be payment in full

    Very good! DO NOT PAY THIS.

    And if you want to be part of the push to change things in future, it's very important that people like you tell the Government NOW that:

    a) you have no faith in POPLA or the IAS so you refused to use it. These are neither independent or impartial and it is a sour joke that the Government hasn't already replaced them, given that an impartial SINGLE APPEALS SERVICE was all but promised in the Parking (Code of Practice) Act 2019.

    b).  THAT THE ENRICHMENT OF 'DEBT RECOVERY FEES' MUST BE COMPLETELY BANNED. DISPUTED CASES ARE NOT SOLVED BY DEMANDING MORE MONEY AND ENGINEERING A 'PAYMENT PLAN'.

    c). Tell them about your experience and that you are now complaining to the NHS Trust and your MP, and if that doesn't work, you will see ParkingEye in court.
