I will inform APCOA and DRP about the address change to track any further correspondence from them. Can I safely ignore DRP's letter? Does APCOA never take someone to Small Claims Court?

What if APCOA takes it to Small Claims Court? If they do can I defend on assessor's inconsistency?

APCOA never sue anyone but the POPLA decisions are irrelevant to a defence.

They also CANNOT SUE in the small claims court over a penalty notice. Especially not a statute-barred PN. It's dead.

Even it they could that makes no difference at all, it is APCOA's claim not POPLAs

As CM says - it’s dead . Stop worrying about it .

ZZPS tried to use a small legal firm to make claims for penalty charges issued for parking at train stations in a civil court , it got thrown out because it’s the wrong court. We never saw another claim from this small fry for at least a year now .

Assessor’s inconsistency is irrelevant . They can make mistakes , but their decisions are not binding on you , POPLA don’t tell you that it must be paid if you lose - You have the option to fight the case in court if you wish .

And you have the option to ignore it, which you did, and you still will now.

You got it over the 6 months line. It is over: this penalty is as deceased as a Norwegian Blue. It is an ex-penalty.

I used to fancy Michael Palin when I was a teenager. Not now!

Thank you - edited; like the man in the orthopaedic footwear, I stand corrected.

My disappointment with Sir Michael came when attending his talk on Venezuela - he just read from his bloomin’ book!
