PCN fine

Hi - just would like some advice here. I visit my parent at a nursing home regularly and when I park I have to scan a QR code and register my car. I do that every time. In one week, I received 3 PCNs. I asked the nursing home to complain to the Civil Enforcement (private company) and meanwhile appealed through POPLA. Eventually the nursing home told me that the PCNs had been cancelled.And I have evidence from the email trail, which the nursing home forwarded to me, from CE to say that the PCNs were all cancelled.However, then CE said they couldn't cancel the fines as I had already gone through the appeals process. I have all the evidence to show (through screenshot history) that my car was registered, a note from the care home to say that I have followed procedures etc etc. However, my appeal was rejected by POPLA. I have provided all the information, chapter and verse, and even directly contacted CE and their response was we only communicate with business to business.  What on earth am I meant to do now? I just want this shutdown. I'm annoyed with the nursing home for not being harder on CE. I could understand if I hadn't paid for parking but there is no financial transaction for parking there AND I had followed all the procedures correctly. Other visitors have also received PCNs despite following procedures. Any advice welcome.

    Don't worry about it, if cancellations were requested by the nursing home then it works in your favour,  despite the greedy parking company wanting your money 

    Get the nursing home to provide you with proof of cancellation,  or of requesting cancellations, in writing,  keep it safe along with all paperwork for 6 years 

    Ignore the powerless debt collectors letters that may arrive within the next 6 years 

    Come back to this thread if or when you receive a Letter of Claim giving you 30 days notice or a court claim

    CE can cancel at any time, they raised the charge they can cancel it, they are just trying it on, POPLA is a sham appeal service paid for by the parking companies do not let these bandits intimidate you.
    You should complain to the nursing home if they are the ones that engaged these scammers that they are harassing you for money.
    Ignore silly debt collectors they are powerless, if CEL were stupid enough to take this to the small claims court I think with your evidence the judge would not be best pleased.

    1. Lodge a complaint with CEL as per their complaints procedure. That's what you should have done along (should not have appealed). Do it via a formal complaint, NOW.

    2. Then lodge a complaint with the BPA attaching your evidence that CEL cancelled the PCNs. The BPA can step in.

    3. Respond to the Government's current Public Consultation with your evidence to show that POPLA is incompetent and stating that debt recovery fees MUST BE BANNED OUTRIGHT:
