Euro Car Parks penalty

Hi, I have just received a penalty fine for overstay ta a retail park car park operated by Euro Car Parks. I hadn't even noticed the stay limit in honesty but on checking the notice I apparently overstayed by 23 seconds!

I have appealed, if they reject the appeal would I have a good chance of having it over turned if I escalate?

(I provided bank receipts for the stores I visited on the retail park in my appeal)

23 seconds though, I mean wth?!

    Euro Car Parks do not issue Penalties,  nor do they issue Fines either 

    They do issue invoices for the alleged breach of the parking contract on that private property 

    But not for a mere 23 seconds 

    Popla might rule in your favour,  depending on what your redacted pcn says,  plus what the signage says too, but we haven't seen either 

    Personally I would follow plan A in the newbies sticky thread in announcements near the top of the forum by complaining about the pcn to the retail park management company or landlord adding copies of proof of patronage and getting the pcn cancelled

    As above, what did the PCN actually say, it will not claim you over stayed by 23 seconds.

    States we stayed beyond the 1hr 30min duration. Time stamped on the notice we stayed 1hr 30min and 23 seconds. It says no valid pay and display was purchased, but I've never been to a retail park where you buy a parking ticket, it's usually just a you have '2 hrs to shop' kind of thing. I will be scouring for signs in the future 😭 I will make another trip to see where the signs are as I definitely did not see any of the usual notices and fee structure, how to pay, etc signs 😓

    I see it was my mistake for assuming the car park operated like every other retail park that I've been to. It doesn't it is a pay and display apparently, though I don't know where the sign for it is. So annoyed that I didn't see the sign. A visit to a charity shop is going to cost me all that money 🙄 gutted

    The pcn definitely doesn't say anything about overstaying,  just the failure to pay for parking 

    That site has been 30 minutes free parking for over a decade,  even when Excel had it 

    Anything over 30 minutes has to be paid for,  as it was when Excel Parking were the contractor and it was Gala Bingo ( now Buzz bingo  )  , Blockbuster etc  ( sorry to say  )  the Peel Centre retail park is also pay to park,  except Sunday 

    The payment machines are near Puregym, so not far from Barnardos

    Its a private parking charge on private property for non payment of the pay to park fee that was due after the 30 minutes free time.   You would probably have got 2 free hours on the nearby council car park

    Car parks these days are bandit land you have to treat each one individually, and search out the signage immediately, the terms and conditions are in many cases designed to catch you out and are as rigid as they can make them. The parking operators rarely make any money from the parking fees, they go to the land owner, the parking company want you to break the rules that's their only income, the appeals process is a sham and you are not going to win at POPLA either.
    Avoid private car parks where possible they are operated by sharks.

    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
