Ashton retail park, Excel parking ticket

Hi, I have a parking ticket from Excel Parking - from May 2015 at Ashton retail park. I was at subway with my son who has a blue badge as has to use a wheel chair. I have changed my car and house and only in the last 12 months been issued with the ticket which was approx £280. I just wondered if anyone has any photographic evidence of the signage at the time - as I sure it wasn't very clear at that time. Thanks

    I have signage from an earlier time that I will post later when I can access it , the contract is with the landowner and gala bingo, Tiger properties were involved back then (possibly still are ?)

    There was a grace period of free time before obtaining a ticket , plus pay and display for longer stays. Was a paid for ticket bought ? And how long was the time on site ?? (Bearing in mind that BB holders still had to pay for stays of an hour or more !! The 3 hours allowed on yellow lines on public roads didn't apply in that private car park

    If you have a court claim , post the issue date from the claim form , plus email a SAR to the DPO at Excel to obtain all your data

    It would help if you told us the location of said car park as there may well be more than one of the same name in the UK.

    Google Maps Street View often has images of the entrance and signs, and if you are lucky, the camera car sometimes enters a car park.

    Please also tell us the reason why the scammers issued the ticket. Was it for an overstay, non payment, incorrectly parked for example?

    I have found the second edition of the IPC CoP that was most likely in operation at the time, even though Mr Hurley himself said in a court case that he can't remember when it was produced.

    The third edition however clearly states it came into effect in October 2015, so the second edition must have been current for May of that year.

    From the second edition,

    "7 Disabled Motorists
    7.1 Under the Equality Act 2010 it is your duty to make “reasonable adjustments” to assist disabled people to use any services you provide. It is incumbent on operators to determine what is necessary on their individual sites. Adjustments could include lowered pay and display meters, lowered signage and wider parking bays marked specifically for disabled drivers."

    as above we need more info .... if you look on Google Maps Street View

    try  1.    Drag and drop the yellow ‘Pegman’ onto the desired street. (To do this, left click on the yellow man at the bottom right of the map and, keeping the mouse button held down, drag him across the screen, only letting go when you are on top of the road or place you want to look at. If it doesn’t work for you the first time you will need to try again!).
     2.    When the man lands, the map changes to show you street imagery, and a dark grey box appears at the top left of the map.  Click the tiny clock symbol in the dark grey square – see screenshot below.
     3.    Use the slider that appears to go further back in time, then click on the small map above the slider. Street View will then show you historical views. You can change the year by clicking on the slider again. You can also navigate your way around Street View just as you would in a more up-to-date map.
     4.    To exit Street View, click the back (left) arrow in the original dark grey box.
     5.    N.B.Historic imagery isn’t available for everywhere in Street View.

    Unit 2B, Ashton Retail Park, Wellington Rd, Ashton-under-Lyne OL6 6DJ , Puregym , Subway , Buzz Bingo & Slots etc

    Subway and other shops are around that car park, used to be a Blockbuster there, plus the bingo was Gala Bingo and the property company was Tiger properties about 7 years ago , company ref 4608599 W1T 3PD , St Georges House , 14/17 Wells St , London , 2011 contract for 36 months , so I have no idea what if anything was different in 2015 , or now for that matter , but I would think that parking tariffs applied to blue badge holders

    the current streetview doesnt let me read any of the signs from google streetview which is dated august 2019 , it also doesnt look much different in 2018 except BUZZ Bingo was Gala bingo, still cannot read the signs but I doubt they have changed much in the last couple of years, but may have been different previously as seen in my pdf,s from a successful popla appeal several years ago

    Looking closer it looks like its now EURO CAR PARKS and not Excel, similar colours but different company

    Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs, and in some cases, cancellation. 

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up later this year,

    Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
