Your supplier no longer has access to the meter, you no longer have access to the meter or the building.

I suspect you're right.

To fight this, you'll need access to the meter room (with all the meters) and to the flat. Then you can do the Meter Sanity Test and confirm which meter relates to your old flat.

As the OP has moved out, it'll require cooperation from the new tenant and whoever has the keys to the meter room.

I suspect the only chance is to contact the new tenant and convince them that then problem is affecting *their* energy bills, so they'll take it seriously and help you sort it out for your mutual benefit.

Meanwhile there's another flat where the residents have the heating / AC / hot tub on all day and can't quite believe how cheap it is to run. They'll be in for a nasty shock!
