Notice to keeper arrived after date for early payment discount - what are my rights?

Yesterday I received a Parking Charge Notice for having over stayed the maximum time period at a local car park which is free for up to 2 hours (used to be 3 hours but it changed back in February apparently).

I don't dispute that I was in the car park for more than the allowed time my issue is that the parking was on 22/06/2025, the PCN has an issued date of 28/06/25 and it details that the discount rate would be £60 if paid by 12/07/25.There was no ticket on my car and the first I heard about the issue was yesterday (14/07/25). 

I'm going to contact them but just wondered what my right are with the notice having arrived after the reduced rate payment date?

    The reduced rate is known as the mugs discount period so its irrelevant to you since your not paying it

    It was issued by Euro Car Parks.

    Thing is I don't dispute that I was in there too long and I can't prove I was in the shops because I didn't buy anything, I was there browsing around a couple of the shops and had a bit of a stroll along the river that's next to the car park. I figured I could just pay the reduced rate and be done with it then noticed the issue with the date. 

    I did have a quick look at the newbies thread late last night but it's so complicated and I wasn't sure what was relevant to me so I left it a bit baffled.

    So what should my course of action be? If I'm honest I don't really get half of what was written on the newbies thread.

    Can you explain why I have zero need to pay them?

    Because it isn't a fine it's an invoice from a bunch of chancers, that's why you have no come back about the reduced rate, no one will be interested in fact they will be rejoicing that they can now try to get the full amount.
    What ever you do don't try phoning them, try to digest the newbies thread, and try plan A

    Easy won if they send it to DCB Legal as they would discontinue and there would be no hearing

    Euro Car Parks are litigious. By which I mean you will receive a court claim at some point through their bulk litigator DCB Legal.

    Sounds scary doesn't it? It isn't. It's just doing some online forms to defend the claim. Then they simply give up. 

    They make a thousand claims a week and only need 140 people to cave in and pay to make a profit. They use the court system as a low price debt collection tool.

    Come back when you receive your Letter Before Claim from DCB Legal towards the end of the year.

    You sound like one of the nervous ones - their preferred prey.

    It's a game of chicken.

    Ok, so I've tried to contact the landowners who seem to be a company called Redevco. but on calling their London office and explaining I was told it was a matter for ECP to deal with. 

    Reading through the newbies thread is really hard going, and very confusing if you don't really know what you're looking for...

    Not being able to get anywhere with the landowner, do I now try to appeal through the ECP website?

    Some of the stuff in the newbie thread asks the company to provide things like the reason for the charge, photos of the vehicle etc. This is all on the Notice to Keeper that I've received so the blue one size fits all template doesn't really seem to make sense here?
