by the way - if you read the letters carefully you will not find the word "Fine" - that's because they are not fines they are invoices for a perceived breach of contract. All you have to do is prove the contract is not valid or not entered into by yourself and hay ho - no invoice.

You do not have a "fine" please point out where is says that on any of the letters you have received, if they said that they would be in big trouble, you should never use that word in correspondence about these charges.
You also have no proven debt no debt collectors will call, it's just a scummy parking company that has sent you an invoice claiming you broke a contract they allege you entered into, you can dispute that.
They cannot issue a breach of contract on a vehicle, they use the vehicles VRN to pin their charge on any human being they can put in the frame. If person A drove the car at one point in time and person B drove it at another there can be no breaking of the terms and conditions.
The no return rule is as I see it there to stop people parking for the time limit, driving out and back to extend the parking time this has clearly not happened here.
Note that the scammers do not address your points they rarely do.
You should try plan A first, shopping sites a haemorrhaging visitors by the month, why would they want to put off visitors by being intransigent.

You absolutely must. It's a priority.

And update your V5C logbook. Not just your Driving Licence.

And go back and pick up your post every weekend at least all Summer. Check alm the letters. You CANNOT miss a claim form.

You know what to ignore and what look out for because the NEWBIES thread post 4 shows you pictures (there to stop endless pointless threads about £170 DRA demands).

Your important 'job' in July/August is now this:

It's very important that people like you tell the Government that you have no faith in the parking industry and the DRA demands are a pathetic attempt to extort money.

It's cheaper and far better to defend a court claim and third parties adding any extra money is one of the major two factors that stop people engaging at pre-action stage (the other factor is using old addresses and refusing to reissue PCNs or hear disputes).

THE ENRICHMENT OF 'DEBT RECOVERY FEES' MUST BE COMPLETELY BANNED.

DISPUTED CASES ARE NOT SOLVED BY DEMANDING MORE MONEY AND ENGINEERING A 'PAYMENT PLAN'.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Both have been notified of my new address but the car was sold last month and V5 transferred to new Keeper, do I need to notify them of that or would they be able to figure that out?
