Help with parking charge

Hi,
I was wondering if anyone could offer any advice..
My nanny (nearly 90 years old) had a hospital appointment on Friday. Her sister drove her, and my nan said she had to register her blue badge to her sister's car. When they got there, they weren't sure if it was definitely registered, so they took the badge and checked with the guy in the reception who confirmed it was registered, and off they went to her (unpleasant) appointment/procedure. When they returned to the car, they had a yellow parking charge stuck to their window, as they realised they forgot to go back to the car with the blue badge after checking with the guy on reception if it had registered.
They took the parking notice to the guy in reception who said 'oh don't worry about that, just explain to them the situation".
But my nanny isn't sure what to do and rang me a bit flustered by it. I said I'd help.
The notice was issued by APCOA parking UK Ltd.
Would you just ring and explain the situation?

Definitely do not ring Apcoa
The recipient should complain about the pcn direct to PALS, tomorrow, getting it cancelled ASAP

Never ring a parking company it will get you nowhere, APCOA are not an authority this is just a speculative invoice nothing to worry about and APCOA won't go beyond sending silly letters.But do as Gr1pr advises, it is a ridiculous situation why do you need to register a Blue Badge if you still get one of their PCN's.Also, it doesn't matter if you did forget to put the badge back in the windscreen, their attendant could have issued the PCN while the badge was being registered, it can't be in two places at once, they cannot make this stick IMHO, and the hospital must cancel it as promised.3
