Looks like normal wear & tear.

But just how old & miles has the car done, as it's all relative 🤷‍♀️

Clearly top 2 should have been fixed, others maybe, maybe not. Some will depend on mileage since MOT.

The car is on 115356 miles. I was quoted £250 to fix the top 2 and front brake pads

Does the price allow for what needs doing?
I'd have said first two and break pads were essential. Tyres before winter.

    How long left on MOT?

A 115000 mile car will have components which are wear and tear items, reaching the end of their life or that have already done and been replaced. For example it may well be on the 2nd set of tyres and these too are wearing out so its 3rd set are imminent.

As a car ages, pretty much everything can and will wear out, including developing oil leaks, CVJ boots, bushes, bulbs, lenses fading or losing their colour, clutch, gearbox oil, rust issues etc etc and all cars eventually reach a point where its not economical to address these items.

Ideally you want the manufacturer to make a car so the things which wear out slower all wear out at the same rate.

All expected on a car with that mileage.  4 new tyres should be budgted for.  Not expensive, I think I paid about £70 a corner for 4 all season tyres for a Yaris.
