Obviously you aren't paying!
Also I disagree about not trying IAS.
This was tested only last week and Smart conceded due to including the usual words. Did you miss that thread @kenconut?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

If they hadn't revealed who was driving, then I would have given a different reply, such as, appeal as keeper to the IAS based on no keeper liability0

Hi,
I have had a reply back whereby naturally they have rejected it.
see below. should I just pay it?Having considered your appeal in detail we have decided to uphold the Parking Charge (PC) as we
believe that it was correctly issued in accordance with the terms and conditions advertised within the
area concerned. As your appeal was received within the initial discount period, we have extended the
discount period until 20/08/2025.
We note the comments made within your appeal, confirming that when visiting the car park on the day
of the above contravention you believed you had purchased parking for your vehicles stay. We further
acknowledge the evidence provided regarding this. However, please be advised that, as shown on the
evidence provided you have paid for another car park, George Street (Bury Council), when your vehicle
was parked at Angouleme Way Retail car park . We would like to make you aware that the signage
around the parking site informs motorists of the valid payment methods available. Paying via the
incorrect method/ for the incorrect location has resulted in no payment being assigned to your vehicle
registration mark.
We wish to inform that the car park in question is operated by an ANPR cameras system which captures
images of your vehicle entering and exiting the site, which subsequently calculates your total stay
duration- this is calculated from the time of entrance to the time of exit. This information is then
compared with the terms and condition of the site, along with any validation we have with regards to
your Vehicle Registration Mark (VRM), to establish whether terms and conditions have been breached
without authorisation.
Upon entering a car park drivers agree to comply with the terms and conditions of the site. The signs
on site do clearly advise that up to 45 minutes of parking are free, however motorist must enter their
full, correct vehicle registration number into the machines and purchase a ticket for your vehicle’s full
stay if it exceeds 45 minutes, as this was not done the PC was correctly issued and remains outstanding.
We can confirm that the contravention of insufficient paid time occurred as our payment system confirms
that no payment was made for your vehicle registration, for the 81 minutes the vehicle remained on site.
Please be advised that as detailed on the car park signage when visiting this site, all motorists must
purchase a valid ticket by entering the full and correct vehicle registration mark into the payment
machine/ an alternate payment method, ensuring a payment is made for the full required stay duration.
As you have failed to pay for your visit, we can confirm that this PC has been issued correctly and in
accordance with the advertised Terms and Conditions. The Terms and Conditions of the car park are
clearly advertised around the site and must be adhered to by all drivers.
You have now reached the end of our internal appeals procedure and therefore you now have two
options, you can pay or appeal further with IAS – you cannot do both.

They should probably appeal to the IAS based on having no landowner authority, or ignore them ( nobody here would mention or recommend paying them )1
