Parking fine for waiting, appeal and Admin fees

Some time ago I collected my daughter and her 2 children from Morden station in London. I paid for and parked at a local car park. Her children are 2 years old and 4 months old.
I left the car park to pick her up and stopped on the access road (Aberconway Road) to the car park. Her 2 year old needed the potty and I needed to load her double pram/stroller plus luggage which took about 10 minutes, at no time did I leave the vehicle.
I received a parking fine from Azure Parking some time later which I appealed to Popla (that is the organisation funded by the car park operators which it seems has a sole purpose to push the agenda of the operators)
The evidence produced was confusing and they appeared to issue incorrect details. My point was that I was not parked but was waiting and not causing an obstruction.
The appeal was ejected by Polpla and I have now received a demand from a debt collection agency (ZZPS Surrey) for £100.00 plus £70.00 admin charge. My comments were not addressed in the judgement by Popla and I do not think they were adequately considered
Can anybody help as the whole process seems unfair.

Should have been easy to win at POPLA had you not appealed as driverPRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Not sure I follow why it would have been easier if I had not appealed as the driver, how else could I have appealed?0 -
