Men from Ministry know that the well-researched polite submissions come from the impotent, but the semi-literate PPCs have already had massive success with the threat of judicial review and are poised to repeat the attack. Given that scenario and the rather fluid leadership position, a flight response is much more likely than any effective fight preparation.2

Those “semi-literate PPCs” did a pretty good job of scuppering the 2019 Consultation! Propaganda is most effective in simplicity & repetition. If PPCs avoid the esoteric complexity seen here - maybe MHCLG will understand them better & the PPC argument will gain carry more weight.1 -

I can't believe they won't attempt to play the same card again if all isn't to their liking in the next CoP. The MHCLG and Govt need some blocking strategy that avoids any potential capitulation.Please note, we are not a legal advice forum.
