A Weird Tax Problem

    If her tax rate is BR, she is losing about £2000 a year?
    Why was the other job allocated her personal allowance. Second jobs normally default to BR. Not the existing one.

    Does your daughter have a common name? Is there any possibility there could be someone of the same name? Someone else who lost their NI number and hmrc gave them the wrong one? 

    Either that or someone is impersonating her, I wonder if there are also bank accounts in her name that belong to this other person.

    No idea, but it is what the op said.

    For now, she could ask her work payroll/ HR to fill out another “this is my only or main job” declaration.

    She needs to work out who is using her NI number though. She will be linked to them by the HMRC/ DWP algorithm.

    that would probably help - would at least get the tax allowance allocated to her single job instead of being on BR

    It could be that a mistake has been made ion noting down the other person’s NI number.

    Your daughter needs to contact the National Insurance department - not the income tax dept- to  tell them someone else is using her NI number.

    That sounds like an incredibly frustrating situation and I really feel for your daughter. Based on what you described, it seems likely that either someone mistakenly submitted her details to the PAYE system or someone may be using her NI number fraudulently. It is a good step that you have contacted your MP. I would also recommend submitting a formal complaint through the HMRC complaints process on their website. In more complex cases, that can sometimes trigger an actual investigation.

    As above but she should keep it as factual as possible.
    She can of course express her frustration with the situation, but not send off an emotional ramble.

    The PAYE side of HMRC can only go by what an employer reports. They cannot investigate  the NI number. i

    The people to investigate  it are the National Insurance side of HM4RC.
     
    These are two separate departments
