    Despite the positive reviews online, I know he has done this to one other customer, also last year.

    I have photos of the work and still have the quotes he gave me. I even sent photos with email and no reply. 

    I appreciate the responses.

    I don't believe it is the same firm that is listed on Companies House. He is a sole trader.
    Look for the ... in the top right of your post, but you don't have access to that feature immediately as a new poster.

    What regulations?  And what due diligence did you do before hiring them?

    Small claims court is your mechanism for enforcing your rights.  Having sent a letter, presumably threatening legal action(?) you need to follow through with it.

    The only thing I did was check all reviews and look at evidence of his past work. Some are a little dubious. 

    He was very good with communication, efficient on time etc and the work looked fine. Although like I say, as soon as I messaged with a problem, he did not want to know. 

    I will look out for the ... option to edit my posts. I'll take it to small claims but even if I win he still may not pay out.

    CAB said if he has other orders against him he may not pay.
