Received Notice of Enforcement from Bailiffs for Alleged Traffic Contravention I Don’t Remember


I just received a “Notice of Enforcement” letter from a company called Newlyn PLC saying I owe £280 (including £75 compliance fee) for an unpaid Penalty Charge Notice (PCN) from London Borough of Hounslow.
The alleged contravention is for “Failing to comply with a prohibition on certain types of vehicle (motor vehicles)” on 27/06/2024. They say a Warrant of Control was issued on 25/06/2025.
Here’s the issue: • I don’t remember committing this offence at all. •This apparently happened over a year ago, yet this is the first time I’m hearing about it. • I don’t recall getting any letters or PCNs about this before—this is the first notice I’ve seen.
Why would they send me this now, and can they really enforce this over a year later? Is Newlyn even legit??
What should I do here? I don’t want to pay for something I don’t even remember, but I also don’t want bailiffs at my door.
Anyone dealt with this before?

At the time of the alleged contravention, my vehicle was still registered to my old address in Hillingdon. I’d previously lived in Hounslow for years, then moved to Hillingdon in 2023. The alleged contravention happened on 27 June 2024, just after I moved again to Ealing on June 22, and I finally moved to Brent earlier this year on.

Youngest received one for over £400 earlier this year. In July of last year he was in the process of moving from London to Yorkshire. At the same time he was doing a residency at Bristol University. In Bristol he was turning off the highway crossing a Bus Lane into a hotel car park and apparently stopped because his way was blocked by a vehicle coming out - he did not realise he had committed an offence. The penalty was £35.
The Ticket went to his old address and they caught up with him this year. He actually changed his address with Swansea together with Insurance once he finally got moved as he was actually floating between THREE addresses.
Before paying he did spend a great deal of time trying to find out how it had happened as the paperwork was very vague - seems there have been a lot of tickets issued at that spot for the same offence and of course by the time he found out it was too late to challenge.

The most likely is that this was a bus lane or bus gate offence, going by the "type of vehicle" wording. Assuming it was, then the penalty would have been £80 if paid within 14 days, or £160.
Did you have any post forwarding, or did you go back and check at your old address for post? Because, if not, that's exactly how this is the first you're hearing of this...
And, yes, there's six years for debts to be followed up.
And, yes, Newlyn are legit, and are commonly used by local authorities to chase up unpaid penalties. The "warrant of control" means that it's been before a court already, likely following a CCJ (have you checked your credit history yet?) - and the court have agreed that it's owed and that it's fair and proportionate to seize your goods if required.

This is NOT something you can ignore in the hope it will go away.
The cheapest way to deal with this now is to pay it. The penalty owed is now £205, and the fee for chasing it is £75, taking you to the £280. If take more steps to enforce it, it will get a LOT more expensive, rapidly.
To challenge the CCJ on the basis that you never received anything will cost you a lot more. The court fee to apply is £313.0
