Camden Parking Charge Notice, help please and thanks.

Hi there.
My mother lives on a Camden Council estate. I parked in her parking bay behind her. It is like a parking area where residents park (with my vehicle) as I was helping her with groceries and get home safely, I got a Parking Charge Notice (NOT a Penalty Charge Notice).
Note: The gates to go into this parking area were completely open and the signing for the resident parking cannot be seen when driving in with a vehicle at all, it is a tiny green sign.
This is weird as the PCN starts with CD? Not the usual CU? I was only up and down the stairs for 10 minutes and got the ticket. Is there any grounds to appeal this? Or shall I just go ahead and pay the fine? Thanks.

I would say that it's council, not private, so take your queries and pictures over to the FTLA parking forum website and ask there, after studying their posting requirements first2

Does the fact that refers to parking charge notice rather than penalty charge notice make a difference?

The Council seems to be letting NSL use their free KADOE link for a parking charge notice that offers no appeal stages beyond this and has made up a figure of either £100 or £80 that the operative hasn't even bothered to strike through.
That cannot be right. It looks like a hybrid fake ticket. Councils can't do this, surely, not even on housing land!
Who gets the money?
Where's the legal basis for this?
How would they enforce it?
As long as this is your car (not company / leased) AND you are certain that your V5C is showing your correct postal address - check it, don't guess - what I'd recommend is:
DO NOTHING AT ALL. KEEP THAT 'TICKET'.
WAIT TO SEE IF THEY GET DVLA DATA.
COME BACK IF THEY DO. THAT IS: IF THEY SEND A NTO OR NTK WE WANT TO SEE IT.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
