CPM - Flat Parking says visitors must register but there’s no kiosk

Thank you, I’ll take it to the IAS as even if I pay, they won’t put in a kiosk.The only thing I worry about is the statement “if unsure contact CPM or refrain from parking” plus their whole list of parking conditions. How can I fight that?My only argument is the kiosk sign.If IAS don’t agree with it, I know you said I’ll pay nothing, but how? CPM will chase for the £100.I’ve complained to the housing/council that own the flats and they’ve said they’ll come back to me. So I’ll wait for that before going to the IAS. Hopefully they can get it cancelled0

We appreciate your circumstances and understand this is not a situation anyone would like to find themselves in; however, these parking conditions have been put in place to ensure fair usage for all motorists and support the needs of our client. After careful consideration, it is unfortunate that I am writing to you today to advise that on this occasion, your appeal has been unsuccessful.
The decision to uphold your parking charge notice has been made on the following basis.
Whilst we note the comments and reason for appeal, as per our photographic evidence, the vehicle was parked in contravention of the advertised terms and conditions. As the vehicle was parked without a valid virtual permit for the full and correct registration, we can confirm that this PCN has been issued correctly.
But a reasonable person doesn't pay £20 to shut up a notoriously greedy 'scam' ex-wheelclamper and I already explained how to appeal to the IAS (and so what if it's refused). It doesn't matter.
Like I said, you won't pay 20p let alone more!

Yep. I checked in the flat he lives in. I’ve checked outside, which they won’t leave a kiosk outside…
I also can’t get into the other flats because the fob only works for his flat.0 -

Void for impossibility, as soon as you drive into the car park, you have committed the "crime"! Do they expect you to park outside, go read the t&cs and then find their non-existent kiosk so you can authorise the car VRM. Even if there was a kiosk, how do you pay "on" a kiosk?2

Back again. Before going to the IAS I thought I’d try the council who own the estate as I’ve seen that as advice on these forums but they’ve come back with the below reply. I’ve seen multiple forums say IAS is a kangaroo court. So I’m just unsure if my appeal will be worth it. I’ve asked the council to remove the signs as it’s confusing for the visitors. As you can see below, it doesn’t seem they will. I’ve also attached another sign that says visitors and residentsWhen a driver makes a decision to park on an estate without holding a permit; when the signage clearly states permit holders only, then the PCN will have been correctly issued. Its a drivers duty to observe and follow parking control guidance, and in this case also our residents responsibility to advise their visitors of parking restrictions on the estate they live on.In terms of the signage on the estate, there is additional signage across the estate and this is referred to in the parking company's signage you've including in your email. The signage referred to clearly states 'if not sure please seek further advice or refrain from parking', and I have attached a sample of the signage for your information.UKCPM signage on entering the estate clearly states permit holders only, and states vehicles are to register on the Kiosk not at a Kiosk. Each household on the estate hold what is know as a Sippi internet portal account, that residents must use to register vehicles to park on the estate.Regarding UKCPM signage, it is being used across all of our estates that have parking control in place.0

Idiotic template reply from the council. Sign clearly (photo earlier in the thread) states "VISITORS" must register... That Council reply states "Residents" must register..
How would a visitor know "on the kiosk" is supposedly actually "an internet portal account"? (what even is that? - just an account for a website?)
