Abandoned Irish vehicle outside property in SW London

A Mitsubushi with Irish plates has been outside our property since February. It has 4 parking tickets and a flyer on the windscreen that someone has attached asking if it should be sold for scrap. The council insist it has not been abandoned because it is not damaged, run down or unroadworthy. It is covered in spiderwebs and weeds around it are so tall!
I am struggling to establish whether it is taxed due to the Irish nature - their version of the DVLA wants the registration plate + a PIN number which I do not have. Can anyone help me understand what I could do next? Thank you.

Do you mean Northern Ireland or the Republic?
Can't you read the VIN in the windscreen?
Lots of cars have NI numbers but are registered in GB- have you checked the DVLA site?1 -
It is parked on a public road, yes.
The number plate has KY in the middle, making me think Kerry and so the republic. The DVLA website does not recognise the registration.

It has tax discs in the window but for 23/22.0

Phone the police on 101, pointing out the council aren’t interested and the tax appears to have run out.

Northern Irish plates are IJZ 1234

Yes we have sent photos, and their abandoned eligibility criteria states number plates falling off, deflated tyres, etc. So today I’ve taken more photos of all the webs across driver doors (which would not be there if a driver were going in & out etc), the parking tickets, the flyer.I think perhaps I will keep sending photos.It might be taxed, but online and for me to check that, I need a PIN. So perhaps 101 next.
Bit frustrating.
