Sky use IP telephony as well as presumably some like your mother that are not yet connected to Sky telephone network via the Sky router , but any new business and changes to the contract with Sky may well end up requiring your mother to connect her phone to the router , they probably have a rolling program of migration, so eventually she will need to unbox the router , connect it and then connect the phone to the router , there no need for a different phone a standard phone works connected to the router .
No one , apart from BT are required to offer a telephone only service , telephone is now effectively an optional add on to broadband and it’s not just the customer that has the option to take telephony or not with their broadband, the ISP has the option to not bother offering telephony, if they do it will be IP telephony via the router .
You don’t really explain what it is you want for her , a cheaper deal without a broadband, on the basis she doesn’t use the broadband she has will be very difficult, no one offers that anymore , apart from BT , and it’s unclear how BT will do telephony only for new customers.
You could potentially save a little by reducing Sky to broadband only and signing up with a VoIP provider but that needs extra equipment, the router would definitely need to be connected and dependent on how many calls were made may not save much , FWIW , broadband and Anytime calls for £40 isn’t a bad deal , if the phone is mainly used for incoming calls and only rarely outgoing changing the Anytime to PAYG calls will save £17 according to the Sky website but obviously any calls made are chargable.
If you want to switch use a comparison site or enter details directly onto the prospective ISP website , there will be dozens to chose from , however Sky are pretty cheap , so most won’t be cheaper than what she already has , and pretty much all that do offer telephone (the minority ) will need the phone connected to their router not the wall socket

Well if you were to stay with Sky, they should send you everything to get your current phone to work. (for free).
Yes it will involve plugging in your router, and plugging the phone into that.
Some providers don't do landlines anymore. e.g Plusnet, Now.
Some providers charge an extra £5/month. BT, EE.
Some providers do it for free. Vodafone
I would avoid a new handset, as some providers sell them and they seam tied to the current routers. So you may find them no use in 4 years time
Have a look at the rear of the router, it may have green sockets for a BT phone connector or RJ11.
Some sky ones seem to have a black connector,

I ditched the landline and do everything via my mobile.I have it set to use WiFi when in the house.0

The downside of this switch-over is:
If the eletric goes down, so does your landline. The old landline still worked if the electricity was off as they used the bt network lines that had their own power
Our alarm and CCTV alert/alarm won't warn us now if we are out and the electricity has gone but the alarm will trigger at our property if there was any type of breach.
Also be careful when changing over from the old system if you want to keep your existing number. We lost ours as we were not advised, and the time it took to update everyone was stressful.

You could always try Vodafone broadband as they can sometimes have good deals and the phone service is included as standard even if you are on Fibre to the Premises. The phone just plugs into the router. A comparison site is helpful though as deals change all of the time.1

She can use her phones with the router, but only if the provider has set up a digital phone service. Just having the router isn't enough. Right now it sounds like she's still using the old landline system.
You’d need to contact the provider and ask if they can switch her to digital voice. If not, you could change to another broadband deal that includes phone over the internet. Once that’s active, you just plug the main phone into the router, usually into a port marked “Phone”.
Try searching for broadband with home phone or digital voice and that should point you in the right direction.
