DRP letter for an unpaid PCN which we never received

Hello, need help regarding a DRP letter. My partner received a DRP notice 2 weeks ago, demanding him to pay a fee of £170 as he has failed to pay his PCN. He never received the original PCN or the subsequent letters, but they claim that this is the fourth letter they have sent him.
This is for parking violation from March 2025. He parked his car in a Euro car parks controlled parking in London while he was staying in a hotel. He paid for 24 hours for the first day. The second day he forgot to extend for another 24 hours after the first 24 hour period ended and stayed in the car park for 45 minutes. Left the hotel and came back around 10 pm and paid for another 24 hours and checked out the next day at noon.
Technically, he fully paid the amount for 48 hours which should cover the two night stay.
He would have appealed if he had received the original PCN.
He has sent a complaint to ECP with receipts but they have failed to respond.
He sent another complaint saying that he never received the original PCN but they have responded with an automated response stating that his address was obtained from DVLA and it is responsibility of the keeper to keep it updated. We have lived at this property since last year and he updated all his addresses when we moved.
He has tried contacting the DRP but they never answer the phone.
He has emailed them saying that he has not received any of the previous letters but they have not responded.
He is very anxious and worried that they will give him a CCJ.
Any help would be appreciated.

Ignore the powerless debt collectors, including DRP
email the DPO at ECP with the correct address for the service of papers and they MUST ERASE the old address from their records
They are correct in saying that the old address was obtained from the DVLA database and its the keepers responsibility to update the details on the V5c log book and the dvla, so not their problem, that problem of non receipt of the paperwork is the keepers problem and not a defence against the probable future court claim
So get ECP up to date, then await a Letter of Claim giving the keeper 30 days notice to respond, probably from DCB Legal0 -

What did the hotel say when you complained that a legitimate paying customer of theirs is being hassled by their parking contractor unnecessarily?1

They definitely have a complaints option, listed on the BPA AOS members list, on the right
Their DPO also has contact details on their privacy page
Maybe the incident happened during the time of moving, just bad luck, but I bet that the NTK PCN letter has the old address on it0
