Building Completion Certificate - Is this it?

I am buying a house built in 2021. My understanding is that the seller should provide a building completion certificate for the property. The local authority said that 'building control' was not done by them but by NHBC. They have provided the following as the NHBC Building Control Final Certificate.
Does this seem correct? I was somehow expecting more and it only seems to mention 'insertion of insulating material into cavity wall', nothing else. Is this really all you get?

I'm no expert, but .... looks like a building regs certificate for the insulation material into the cavity only. No.6 says it only relates to the work described. Don't think this is the build sign off.1

this is pretty much how I interpreted it as well, just relating to insulation. which seems odds, as surely insulation would have been fitted during construction.0 -
Was this a private build or part of a builder's housing estate?0

All new homes should come with a ten year NHBC warranty from new which you should benefit from the remainder1

Building Control don't inspect houses that have an NHBC warranty. It's not a conflict of interest. When you build a house with the NHBC, the standards are much higher than with BC.1
