Building Completion Certificate - Is this it?

I am buying a house built in 2021. My understanding is that the seller should provide a building completion certificate for the property. The local authority said that 'building control' was not done by them but by NHBC. They have provided the following as the NHBC Building Control Final Certificate. 
Does this seem correct? I was somehow expecting more and it only seems to mention 'insertion of insulating material into cavity wall', nothing else. Is this really all you get?

    I'm no expert, but .... looks like a building regs certificate for the insulation material into the cavity only. No.6 says it only relates to the work described. Don't think this is the build sign off.

    thanks, like you I am no expert and have never seen anything like this before.
    this is pretty much how I interpreted it as well, just relating to insulation. which seems odds, as surely insulation would have been fitted during construction.

    Was this a private build or part of a builder's housing estate?

    Hi, it is part of large estate (maybe 500 properties). I think this house was part of phase 3. The developer was Barratt (David Wilson Homes brand).

    All new homes should come with a ten year NHBC warranty from new which you should benefit from the remainder

    Understood, thanks. But, as I understand things, this is separate from the Building Control Completion Certificate (which confirms that the work has been done in accordance with all relevant building regulations)

    There are alternative schemes to the NHBC warranty
    If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales

    I contact the local authority Building control and they said that the 'inspection and sign off' was handled by a external organisation - NHBC (I didn't know they did that, maybe bit of a conflict of interest!?).

    Building Control don't inspect houses that have an NHBC warranty. It's not a conflict of interest. When you build a house with the NHBC, the standards are much higher than with BC.
