Smart Parking & IPC misspelled date on appeal rejection

That looks like a mocked up reply, hence the date typo. I think that was created in 2025.
Besides the date slip, it also looks mocked up because it says 'Only the DRIVER can appeal' which is a lie.
That is literally NOT something that Smart Parking would ever have put in an appeal rejection prior to the October 2024 Joint Code of Practice. The BPA would not have allowed that response in 2023/early 24. And we know that Smart Parking appeal rejections never said that lie about drivers, in early 2024.
Did the POPLA Code top right have a number 4 or a number 5 as the fourth from end digit?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I read this as a reference to the POPLA stage. POPLA does not accept keeper appeals for Scottish PCNs and if the keeper does appeal, they will proceed on the basis that the keeper was the driver.
