Yes it was Santander ATM at a Santander branch in Benidorm.
A Santander UK debit card, including that of the Edge current account, is fee/commission free if used at a fully branded Banco Santander ATM located at a branch...... as long as you opt to have the transaction actioned in Euros.
As suggested above, it appears you inadvertently chose GBP.
Unless, perhaps it was an Edge credit card ? Thay are not fee free at BS holes in the wall.

    No, I chose Euros.

In which case you can contact Santander UK and contest the transaction - I did that once after a Banco Santander ATM didn't give me the correct exchange deal - the difference was quickly refunded to my account.
You will need details - I kept the print out receipt as proof.

I have kept the receipt and will call in my Santander next time I pass to ask them why I was charged.
I wanted to know how it would work for my future holidays to save me exchanging cash before I go.
Thanks every one for your help.
I will let you know how I got on

"I wanted to know how it would work for my future holidays to save me exchanging cash before I go."
Once you get to the bottom of this issue it will work.
This link is for locating BS branches...........ignore the standalone ATMs (cajeros) though.......likewise the "branches" indicated with the Correos symbol, they are Post Offices and only offer fee free services to BS Spanish account holders.
You might want to consider a Santander Everyday current account solely for getting cash in Spain & Canaries - it has no inconvenient T's&C's like other banks' basic accounts, such as Direct Debits and minimum monthly payments in.
It works for me flawlessly (touch wood) and saves involving our Edge account which is a main bank account.
Good luck sorting your problem - it really sounds like a foul up on their part.
