What are the rules if you can't gain access in time for a deadline notification.

The Universal Credit sign-in service is currently experiencing an outage, causing users to be unable to access their accounts.
This issue is affecting both the website and the app. Users are seeing a "Service Unavailable" message when attempting to log in. The Department for Work and Pensions (DWP) is aware of the problem, but a cause or estimated time for resolution has not yet been provided.

Is this possibly caused by migrating to many legacy benefits? 800,000 claims could be. 🤔

If there was any significant UC downtime, then I would think UC agents would allow more time.  As you say given the large volume of migrated claims, this is likely to mean UC agents are being kept very busy, so unlikely to be cancelling claims if a claimant action is a few hours late.
The comments I post are personal opinion. Always refer to official information sources before relying on internet forums. If you have a problem with any organisation, enter into their official complaints process at the earliest opportunity, as sometimes complaints have to be started within a certain time frame.

Just tried, and it seems to be available for me.

But either way, this would certainly be accepted as good reason for a late reporting, I would have thought.

It is also explicitly given as a potential reason why a new claim can be backdated (to backdate a new claim, good reason is not in itself enough).

I would keep trying when you can and leave a note in your journal that you were not able to gain access in time.

The system is regularly updated in the early hours of Wed. It is usually available by 7.45am. Try again then.

Exactly this. All updates to the UC system are rolled out on Wednesday mornings and the system is routinely taken off line for a short period whilst this work is undertaken. The aim is to be operational again no later than 7:45am
