OP, your employer can give your details. They can't say you were drivingt.
The garage have a photo of the driver, but they don't know it was you, unless you tell them.0 -

You also admit that you have a card transaction that shows just £7 of purchase at the same place on the same date.
It's fairly obvious what most likely happened. You filled the car. Went into the shop, and bought £7 of stuff - then paid for the stuff but forgot the fuel.
Why has it taken this long? I bet the registered keeper of the car wasn't your employer. I bet it was a lease company, perhaps a third company - either linked to upstream finance, or to the importer of the car. Any initial correspondence would have been sent to them. It's entirely feasible that it's only now that the links in the chain have come back to your employer.
The debt is valid, as it's under six years.
The evidence is circumstantial but would likely stand up if they took your employer to court. That would cost your employer far more anyway than just paying it, so they will almost certainly just do so.
The question of whether they chase you for some or any of it is an employment matter. What does your contract say about liability for debts incurred by the company through your actions?0 -

My employer has confirmed they bought the car new in 2018 so they have always been the owner and registered keeper. The company have never moved and have been in there current location for over 20 years. All mail in is logged and there is no record of any letters prior to this from Shell, Forecourt Eye or Trace in relation to my company car. there are other correspondence ie speeding ticket and a parking notice between 2018 and 2022 so they would show that any correspondence if sent should have come through.
Due to the value of the request ie £150 for £30 worth of fuel and it being over 4 yeas old. My employer has said if a letter was sent prior to the one we have just received and not been processed they would pay the fine for me as it would be there fault it was not passed on an delt with.
Trace have confirmed they have no record of any other letters being sent
When questioned about the charge and the time its taken to make contact they have written "We have to advise that the PCN and its associated processes are in line with industry standards and are compliant with our clients accredited trade association"
with my limited knowledge I'm confused about them calling it a PCN
