I'd suggest the Viessmann Vitodens 050 which will modulate down to 3.2kW but that's probably still too much output for the OP ("two rooms" are likely to want 2kW or less) and it's a bit more than £1000 excl. fitting:Hence my first comment - I think the OP is looking for something that doesn't exist.

As others have said, there is no gas solution that meets your requirements. This is because the power required for heating will be very low whilst the power required for hot water will be substantial when hot water is required and gas boilers don't have a modulation range which encompasses those extremes.
The solution is either to accept (probably quite short) cycling when heating or go for the lowest power boiler you can get with a stored hot water system.0
