    I buy all my labels via ebay (for ebay purchases) or the RM site for non ebay- and they all give me delivery confirmation just like standard parcels. On ebay the delivery number is uploaded automatically as soon as I buy my label. If I buy via RM I have to add it to paypal myself.

    I wasn't sure if there was the same delivery number on labels bought at PO, but the fact that the OPs receipt mentioned it had delivery conformation suggests that PO labels also have it.

    Considering your post earlier re you buying your labels online so you get delivery confirmation even for 2nd class large letter, I doubt the OPs sister bought the label online so I don't think she will have tracking/delivery confirmation for the service she bought.

    Go to track your item and enter your reference number from the receipt;

    https://www.royalmail.com/track-your-item#/

    You may also need your delivery postcode. Then you will find out whether rm think they have delivered it, know they haven't, or aren't sure.  If they think it's delivered it may be hard to claim it's lost.
