Did the "seller" ask you to buy mobile phone pre-pay vouchers then pass them on?  That would certainly sound alarm bells with me.
Yes, I took a risk and it looks like I have paid for it. I feel like a fool. But that is life I guess.

I totally agree it is a red flag.

What I would expect is more investigation on the fraud side. Santander have said that they need to know no more information other than the transaction details to say they cannot help. However, it would be nice to have it looked into. Action Fraud as usual - send out all the victim support stuff, but no investigation

That's your red flag right there. That tells you it's time to stop, shut down your browser window and walk away.
Only scammers ask you to pay for products with phone vouchers or gift cards.

I guess Santander are correct, your actual purchase was the phone vouchers which you received without issue.
Yes, the CC transaction was for phone vouchers which the OP received. What the OP does with them after that is no concern of Santander's.
It's a bit like taking money out of an ATM and then being mugged. Your bank isn't responsible for your mugging.

This is fair comment, I guess no-one likes being mugged though! I guess I will have to cut my losses on this one

    ok, to give more details.

I was buying a service through a website. They asked me to pay with phone vouchers that I paid for and passed on to them. They redeemed the vouchers and never turned up.

Santander say they can do nothing as I approved the transaction.

I am not great with all the jargon regarding fraud, I thought APP was correct. However, I made the payments with a credit card so thought I would be protected somehow.
A very well know c=scam dating back years...
Used to get people saying they paid for their tax in I-Tune vouchers as that is what tax man asked for.. 🤦‍♀️😶‍🌫️🤣
