    If she has been getting Disabled Child Element then I'd expect Carers Element to already be in payment. Carers Element would continue even with the DCE ending.

    I see from another forum your nephew has a Motability car, but the only driver works and wouldn't be able to use that car for nephew accessing the day centre.
    I'd suggest it's in your nephews best interests to return the car and resume the PIP Mobility payment of £75 a week. 

    Speak to local welfare rights and the establishment to see if there is any help that the social worker is unaware of. 
    The social worker might also be gatekeeping with regards to funding.

    I’ve checked her uc and no carers element. She didn’t know she was even entitled to it. The dad can’t do the run in the day due to his work
    Does she receive LCWRA herself?

    Is the dad living with them?  (If so it should be a joint claim.)

    I really think the advice of her seeking some in-person help is best, because none of us can attempt to accurately help without the full picture.
