A similar thing happened to me, many years ago.  I sold a car for scrap to a licensed breaker, but then received a letter from the DVLA - addressed to me, as keeper - asking why it was neither taxed nor SORN.  Sorted by telephoning the breaker, who said he remembered buying the car and admitted to having forgotten to send off the relevant paperwork.  The breaker confirmed that he would write to the DVLA and explain; I assume that was done as I heard nothing more about the matter.

I believe there are ways of rectifying genuine errors, even if the original paperwork has been lost.  My issue happened prior to continuous insurance, however.

No vehicle registered so that’s good. I have put in an appeal so we’ll see.
